is not just property values, but an overtaxed aquifer system. For decades it has been abused, contaminated, parts have infiltrates of brackish water.

Suffolk county where they might have room for more development, also does not have sewers. The area relies on septic tanks. Sewage treatment facilities, infrastructure would need to be built up, which would take years, if not decades to build out.
