North Carolina has a Democratic governor but a GOP legislature.

Some blue state legislatures are filling the gap so that their citizens do not lose health insurance.

Not North Carolina.

For example, I recently lost my job and have multiple health issues like ongoing maintenance treatments for lymphoma.
I am in remission.

I had to continue my COBRA until I can get on Medicare next year because ACA subsidies are 2 to 3 times higher than COBRA in state of North Carolina.
