3. What's the point at which psychic claims become fraud?

I can see that this one was morally repugnant - targeting vulnerable individuals. But why is this fraud, when there are loads of psychics who also make claims about their powers?

I read the Wikipedia article on this, and it still hasn't helped me see what the particular fraud was here: https://en.wikipedia.org/wiki/Maria_Duval_scam

Is it just this one was really profitable because it chose vulnerable targets?
